The National Dental Commission Act, 2023 came into force on 19 March 2026. It repealed the Dentists Act, 1948 and dissolved the Dental Council of India (DCI). The National Dental Commission (NDC) now oversees dentist registration through its Ethics and Dental Registration Board.
Under Section 30 of the Act, that Board keeps an online National Register for Dentists. State Dental Councils keep State Registers, which are synchronized with the National Register. Every dentist who treats patients in your clinic, including associates and visiting consultants, needs valid registration in the state where they practice.
The switch to the NDC is recent, and procedures may change as new regulations are notified. Confirm the current registration process with your State Dental Council or the NDC before you apply.
If you registered in another state, check the transfer process with the State Dental Council where your clinic will be. The clinical establishment application will ask for each dentist's registration certificate.

The central Clinical Establishments (Registration and Regulation) Act, 2010 applies to therapeutic and diagnostic establishments in the public and private sectors. The official portal states that it covers single doctor clinics.

In these states, the application goes to the district registering authority. Many districts accept applications online through the national or state portal. Provisional registration is typically granted first. Permanent registration follows once minimum standards are notified and met.
Running an unregistered establishment carries real risk. Section 41 of the Clinical Establishments Act, 2010 on India Code sets monetary penalties. These go up to ₹50,000 for a first contravention, up to ₹2 lakh for a second and up to ₹5 lakh for later ones. Knowingly serving in an unregistered establishment can also attract a penalty of up to ₹25,000.

Healthcare services provided by clinical establishments and authorized practitioners are generally exempt from GST. However, some services may be taxable, such as purely cosmetic procedures. Product sales may be taxable too. Whether you must register for GST depends on your taxable turnover against the threshold for your state.
